Unlocking ASEAN’s climate potential: strategies for enhancing Nationally Determined Contributions coherence and regional cooperation

Comparative content analysis of six ASEAN Nationally Determined Contributions, supported by expert interviews and a regional survey of 26 respondents. Identifies deficits in alignment, monitoring and sectoral strategy, and proposes a toolkit of voluntary instruments (a common indicator dashboard, a regional stocktake, peer-learning platforms and joint finance windows) that work within ASEAN’s consensus model rather than against it.
