Unlocking ASEAN’s climate potential: strategies for enhancing Nationally Determined Contributions coherence and regional cooperation

Comparative content analysis of six ASEAN Nationally Determined Contributions, supported by expert interviews and a regional survey of 26 respondents. Identifies deficits in alignment, monitoring and sectoral strategy, and proposes a toolkit of voluntary instruments — a common indicator dashboard, a regional stocktake, peer-learning platforms and joint finance windows — that work within ASEAN’s consensus model rather than against it.

The climate migration crisis: socio-economic impacts and international policy responsibilities in Southeast Asia and the Pacific Islands

Two case studies, Tuvalu and Vietnam’s Mekong Delta, examined against the gap left by the 1951 Refugee Convention, which excludes those displaced by environmental causes. Covers the Tuvalu Coastal Adaptation Project financed by a USD 36 million Green Climate Fund grant, and the Delta’s 4.5 per cent out-migration rate, the highest of any Vietnamese region.

The Mekong dams: reflections on green finance

Examines the Nam Ou cascade in Laos — a USD 2.733 billion, seven-dam project financed under the Belt and Road Initiative — as a test of what the word ‘green’ means in the absence of harmonised taxonomy. Traces the consequences downstream: sediment discharge falling from roughly 160 to 75 million tonnes a year, projected fish-stock decline of up to 40 per cent, and some 12,000 people relocated from 127 villages.

War’s silent victim: Ukraine’s environment

Assembles the environmental accounting of the war: approximately EUR 52.4 billion in recorded damage, around 30 per cent of national territory contaminated by landmines and unexploded ordnance, and roughly 150 million tonnes of CO₂ attributed to eighteen months of conflict, a third of it projected to come from future reconstruction.
