Unlocking ASEAN’s climate potential: strategies for enhancing Nationally Determined Contributions coherence and regional cooperation

Comparative content analysis of six ASEAN Nationally Determined Contributions, supported by expert interviews and a regional survey of 26 respondents. Identifies deficits in alignment, monitoring and sectoral strategy, and proposes a toolkit of voluntary instruments — a common indicator dashboard, a regional stocktake, peer-learning platforms and joint finance windows — that work within ASEAN’s consensus model rather than against it.

Examines the Nam Ou cascade in Laos — a USD 2.733 billion, seven-dam project financed under the Belt and Road Initiative — as a test of what the word ‘green’ means in the absence of harmonised taxonomy. Traces the consequences downstream: sediment discharge falling from roughly 160 to 75 million tonnes a year, projected fish-stock decline of up to 40 per cent, and some 12,000 people relocated from 127 villages.
