Adaptation is where the evidence burden is heaviest and the data is thinnest. A proposal has to show that the intervention responds to a climate hazard specifically, not to an underlying development deficit that would exist anyway.
The practice works on hazard and vulnerability evidence, attribution, baseline construction and measurable adaptation outcomes — the sections where adaptation concept notes most often return with comments.
