- Is the climate risk or emissions source the project addresses clearly defined?
- Is there relevant local or sector evidence to support the proposed response?
- Are the people, assets or systems affected by the problem identified, including differing needs?
- Can you explain the climate contribution separately from wider development benefits?
- Is the likely situation without the project described with a measurable baseline?
- Are the intended beneficiaries and benefits defined and supported by evidence?
- Is there a responsible sponsor with authority and the necessary country or institutional support?
- Are the applicant and delivery roles clear, including an accredited partner where the route requires one?
- Have the country, applicant and project conditions of a plausible funding route been checked?
- Are expected results linked to indicators, data sources and responsible people?
- Are project and operating costs estimated, with plausible funding and repayment sources where needed?
- Have environmental, social and rights risks been screened, with a plan for unresolved issues?
