- Can the climate-induced part of the problem be separated from the development problem?

- Are the beneficiaries defined in numbers and location?
- Is there documented national or institutional support for the project?
- Is an accredited or candidate implementing entity identified?
- Has a target fund, window or instrument been identified?
- Is there a results framework with indicators?
- Are co-financing sources and amounts known, even indicatively?
