Funding field guide

GCF: build the climate case and the route to approval.

For adaptation and emissions-reduction investments in developing countries. Understand the access partner, choose the appropriate proposal process, and connect climate results to a workable financing plan.

Is this a plausible route?

Reviewed 26 September 2026

The Green Climate Fund (GCF) can support public and private investments. Start with a credible climate objective and an entity able to take the proposal through GCF’s process. An attractive technology or a large funding gap alone is not a financing case.

Purpose

Adaptation, mitigation or both

Access

AE or an eligible PSAA applicant

Finance

Instrument and concessionality justified by the project

Access

Who takes the proposal forward?

Figure 1 · Access and preparation routeA practical overview. The named programme, current official documents and responsible entity determine the precise sequence.
  1. Country and sponsor

Agree the climate priority, beneficiaries and responsible project owner. Engage the National Designated Authority (NDA), the country’s GCF focal point.

  2. Access partner

Check the AE’s sector, geography, risk and instrument scope. If considering PSAA, confirm the specific eligibility and interim conditions.

  3. Proposal and review

Develop evidence, national no-objection and the funding package. Submit through the applicable GCF Partner Portal module.

  4. Decision and delivery

Board approval is followed by legal arrangements and conditions before disbursement. Plan implementation, monitoring and reporting from the outset.

Preparation

What to prepare before a full proposal

Climate evidence

Define the emissions baseline or climate hazard, exposure and vulnerability. Explain why the chosen response produces climate benefits in this location.

An investable design

Show the results chain, credible costs, feasibility and delivery responsibilities. Explain the barrier that GCF support addresses and why the requested terms are needed.

People and safeguards

Plan meaningful consultation, environmental and social risk management and gender-responsive action. Budget for the work rather than treating it as an annex-writing exercise.

A consistent package

Reconcile costs, activities, results and financing across the proposal and annexes. Identify who owns each document and which approvals are still outstanding.

Make a simple readiness list: for each item, record the evidence available, the unresolved question, the responsible person and the next decision. This is an advisory checklist, not an official application form.

Process and evidence

Choose the process, then organise the evidence

Different GCF processes answer different questions

PAP — project approval processDevelops a funding proposal for appraisal and decision. The 1 August 2026 template notice directs new proposals to the new portal module. B.46 has transition arrangements; B.47 onwards uses the new format. GCF — PAP funding proposal template, 1 August 2026

One coherent investment case
  • Impact potentialWhat measurable adaptation or mitigation result will the project deliver?
  • Paradigm-shift potentialWhat could change beyond the initial project, and through which mechanism?
  • Sustainable developmentWhich social, environmental and economic co-benefits are credible?
  • Recipient needsWhich vulnerabilities and financing or capacity barriers matter here?
  • Country ownershipHow does the project fit country priorities and national institutions?
  • Efficiency and effectivenessWhy is this approach, instrument and level of support justified?

Before submission: obtain the required national no-objection and reconcile the proposal with its annexes. Use the current no-objection material and the September 2026 detailed-budget template; check the live portal for later revisions. Put it into practice

A climate-resilient water investment

Illustrative example · This explains preparation choices; it is not an approved or available funding offer.

A water utility might combine rehabilitation with catchment protection and drought management. The climate case must explain which service failures climate change worsens. The financing case must separate costs supported by tariffs, public budgets and any concessional contribution. A grant request needs a reason linked to the barrier and benefits, not merely a preference for cheaper money.

Common questions

Questions worth resolving early

Does a smaller request qualify automatically for SAP?

No. The Simplified Approval Process also requires appropriate climate potential and minimal environmental and social risks and impacts. A small project with substantial resettlement or other significant impacts is not made suitable by its price alone.

Can preparation support pay for constructing the project?

The Project Preparation Facility supports development of a funding proposal. It is not the project’s implementation budget; activities, access conditions and costs must fit that facility.

Should I use the old Word proposal template?

Check the current portal first. The August 2026 PAP notice says its digital version prevails and sets specific transition arrangements. Do not assume an older downloaded form has the current structure.

Work with the practice

Turn the guide into a useful next step

Start with a non-confidential description of the country, project owner, climate problem and decision needed. We can help organise the evidence and compare preparation options; the fund or financier decides access and approval.
