Academy · Course 4

Adaptation Fund Proposal Development

Work through access, adaptation benefits, safeguards and results. Practise connecting a local climate risk to a concrete project response.

Course 4

Intermediate · 14 learning hours

Sample lessons available · Course delivery planned · No enrolment or payment

Level
Intermediate
Estimated time
14 learning hours
Audience
National, regional or multilateral implementing-entity teams and project partners.
Prerequisite
An adaptation concept and an initial view of the institution that could submit it.
Material status
Open sample lessons; full course planned
Completion record
Planned only; sample lessons do not earn a certificate.

Learning outcomes

  • Explain direct and other access routes.
  • Build a concrete adaptation case.
  • Address safeguards, gender, participation and results.
  • Use current proposal and operational materials.

Sample lessons

Modules

Four modules, open to read.

Sample lessons

Each sample lesson introduces a concept, explains its role in project preparation and sets an applied exercise. Use the knowledge check to test the reasoning, then record how the concept applies to a real or hypothetical project.

Module 1

Access and window

Identify the implementing entity and the relevant funding programme before drafting. Confirm the country process, applicable proposal materials and responsibilities of execution partners. Different programmes may have different conditions; the institution’s current documents provide the basis for the preparation plan.

Exercise

Map sponsor, national authority and implementing-entity roles.

Knowledge check

Does direct access remove accreditation requirements?

Show the answer

No. Direct access uses the Fund’s accreditation arrangements for national implementing entities; it does not waive institutional requirements.

Module 2

Concrete adaptation

An adaptation proposal must explain how activities respond to the specified climate risk and benefit the people or systems concerned. Describe the situation without the project and the expected change. Capacity development should be connected to decisions or activities that contribute to that change.

Exercise

Rewrite three vague activities as concrete adaptation actions.

Knowledge check

Is a climate-awareness workshop alone a complete adaptation project?

Show the answer

A workshop alone does not establish reduced climate risk. Explain how the acquired capacity changes decisions or delivery and how that contribution will be assessed.

Module 3

Risk inclusion and participation

Environmental and social risks, gender and stakeholder participation affect project choices and implementation. Identify affected groups, barriers to participation and potential adverse effects early. Set out consultation, responsibilities and grievance arrangements, and allocate the resources needed to carry them out.

Exercise

Create a stakeholder and risk table for the case.

Knowledge check

When should safeguards screening begin?

Show the answer

Begin during project design. Early screening allows findings to affect the location, activities, budget and implementation arrangements.

Module 4

Results and implementation

Use indicators that connect activities to adaptation benefits. For each, state the baseline, target, data source and responsibility for collection. Beneficiary numbers describe reach; additional evidence is needed to assess changes in vulnerability, service reliability or adaptive capacity.

For current stage requirements, the six core indicators and practical measurement guidance, use the updated Adaptation Fund guide to the July 2026 results framework.

Exercise

Draft four indicators with baseline, target, method and owner.

Knowledge check

A beneficiary count alone proves reduced climate risk. True or false?

Show the answer

False. Beneficiary counts measure reach. Evidence of reduced risk or improved capacity is needed to assess the adaptation result.

Tools and assessment

Practice materials and planned assessment.

  • Adaptation logic worksheet
  • Risk and inclusion checklist
  • Results table

Assessment and certificate

A practical project task and a source-based knowledge check are planned. Assessment criteria, marking, feedback and any reassessment will be explained before enrolment. No assessment or tutor feedback is provided through these sample pages.

A completion record would document the course and assessment completed. It would not confer professional accreditation, endorsement by a fund or permission to submit a funding application.
